I’d figure out the proxies, but the library wifi doesn’t extend to the house we’re in. One of our neighbors (not sure which) seems to have his settings permanently set against web browsing, all day as well as all night. Fortunately, the library is nearby.

Why don’t you pay them a visit during the day and check out how their internet is configured on the public access computers and use those settings for your web surfing.
